These are the people living in slums, who have to sell their children or put them to work or marry them off because they can't afford to feed them.  With extreme poverty comes a lack of women and children's rights, a lack of education, a lack of health, and increased issues with finding legitimate work.  People in poverty have a greater foot print when it comes to climate change.
